LIBOR, the global borrowing benchmark that underpins hundreds of trillions of dollars of financial instruments around the world, will be phased out by the end of 2021. Alternative reference rates for U.S. dollar LIBOR have been proposed, all based on repurchase agreements backed by U.S. Treasuries. However, there is enormous uncertainty surrounding the multi-year transition away from LIBOR. Our speaker will discuss the mechanics of the transition process and share his views on liquidity and market structure issues.
